In this situation, if I Synchro Summon "Vortex the Whirlwind" to a zone that "Dragunity Knight - Romulus" points to, can I activate the effect of that "Dragunity Knight - Romulus" that Special Summons a Dragon or Winged Beast-Type monster from my hand?
