- Q: There are no monsters on my opponent's field, and "Loud Cloud the Storm Serpent" is face-up in my Monster Zone. If "Mystic Mine" is face-up in the Field Zone and its effect is applying, but the effect of "Forbidden Lance" was applied to my "Loud Cloud the Storm Serpent", can it attack or activate its effects?
- A: Each effect of "Mystic Mine" is applied to the corresponding player. In this scenario, its effect prevents you from declaring attacks or activating monster effects, so you cannot declare an attack with "Loud Cloud the Storm Serpent" or activate its effects even if it has been affected by "Forbidden Lance".[2]
