“This card cannot be destroyed by '''THAT''' battle” is not the same as “This card cannot be destroyed by battle”.
The former refers to exactly one battle, the battle in which Train Signal Red is engaged in after being Summoned by its own effect.

Had to ask Konami directly for a ruling about Construction Train Signal Red. It is not treated the same effect like "Spirit Reaper".
