There are some thing to note regarding Ninjitsu Art of Super-Transformation.  Because the text in the resolution section of the card effect states "send them to the graveyard", cards like Book of Moon won't stop the card from resolving.  Hence, both targets get sent to the grave and a Dragon, whose level is less than or equal to the sent monsters, gets special summoned.  Because the card states "send them" not "send those targets", Ninjitsu Art of Super-Transformation doesn't require both of it's targets to remain face-up during the resolution of the chain.  Another thing to note is the fact that the card states "send", which does not imply "destroy". Hence, getting around card effects that require destruction to activate, such as Ice Hand, Fire Hand, Stardust Dragon, or cards that cannot be destroyed by battle or by card effects such as Beelze of the Diabolic Dragon, El Shaddoll Winda, etc.
