It's a bit long so skip to (***TLDR***) for the gist of it.

This is a different question about priority and it refers to the battle phase. This is the situation. The turn player, my opponent, who also is the attacker, is proceeding to battle phase. He attacks my monster(1900atk) with his monster (1800atk). Now he asks me if i want to use anything on attack declaration part, like sakuretsu armor or mirror force and the likes that can only be activated during this part. I choose to not use anything. After that this is where the trouble comes. My opponent then IMMEDIATELY asks me if "I", that's ME", the defender, want to use anything now. This is the small step RIGHT BEFORE damage step but it isn't damage step. Because of that I have to take it that he passes his priority and refuses to use anything, like book of moon, dust tornado, MST, etc. Also, he did not use anything UNTIL he asks ME if i want to use anything first, which is wrong because turn players always have priority and by refusing to use anything during this step means the other player now has priority to use a card. But because i did not use, no other cards can be used and it immediately proceeds to damage step. My opponent argues and says he can use book of moon if he asks me if i want to use anything on the step AFTER attack declaration but i argue it's too late "because you passed priority, you can't wait for your opponent to activate cards because that's not how priority works". Who is right? Me or my opponent?

If you were wondering what really happened, after attack declaration and right before damage step my opponent wanted to use book of moon but asked ME first if i wanted to use anything, and i did not and since he asked me i take it as a sign of him passing priority which proceeds to the next battle step, which is damage step and is far too late for book of moon to be activated.

(***TLDR***) For simplicity's sake, let's say i activated sakuretsu armor but it was negated by my opponent. Now there's still time for other cards to be used, like the turn player activating book of moon. But because my opponent, the turn player, says he did not use and asked me if i wanted to use anything, I refused to use and because of this i take it as a sign of him passing priority and we immediately HAVE TO proceed to damage step (and as you know only certain cards can be activated during damage step, book of moon is not one). You are correct. He has to be the one that activates at card first but to clarify since he already attacked THEN asked if you wanted to use a card and you declined and he asked again, the battle is already in the damage step because there is nothing between the battle and damage step. There is a start step but that is at the start of the battle phase where it just entered the battle phase.
