Forum:Elemental Hero Absolute Zero and its effects

If Elemental Hero Absolute Zero is on your opponent side of the fiel and you have Skill Drain active on your side or Destiny Hero Plasma, Elemental hero Abzolute hero uses his effect? If he can, how can I make to negate his effect? Rainbow Veil works in this case? Why Elemental Hero Absolute Zero is not forbidden?
