He used 3 caius' and used cards that constantly kept my cards out of play and i had no way of beating him. What kind of deck best beats this.

well lets start with this. these are a few cards that help against monarchs.
Pulling the Rug
Forced Back
By Order of the Emperor
these three cards tend to hold monarchs at bay. now i bet he uses royal opression that stops your special summoning. for that use Trap Eater to get rid of it and give you a lvl 4 tuner. Imperial Iron Wall will make Caius pointless.

- Quillbolt Loop? You could always use Pulling the Rug or Shadow-Imprisoning Mirror to stop Caius, or maybe Mask of Restrict and Forced Back. Meanwhile, to stop the whole RFG tactic, use Kycoo the Ghost Destroyer (if it's from your graveyard). Runer5h 23:22, 24 May 2009 (UTC)Runer5h
Skill-Drain deck
You could also consider making a skill drain deck. A skill drain deck usually has monsters like chainsaw insect,Fusiler dragon the dual-mode beast and Goblin Attack force that has a questionable effect but with skill drain their effects are negated so you have a beefy monster to fight with every turn with no negative effects while your opponent can't use their own monsters effect i.e Monarchs.
