Does Ceasefire flip cards summoned by Magical Hats face up? If they are continuous spells, do their effects work? If they are protected by the effect of a card such as Gagagaguard, will they be destroyed on the next battle phase? Can you use Gagagabolt if one of them (made faceup) is a Gagaga spell/trap? Yes, "Ceasefire" flips them face-up. They do not gain their effects as spells in this state, so Continuous spells do not gain their effects. According to the TCG rulings, a "Gagaga" S/T WOULD be treated as a "Gagaga" monster, and so would be eligible for the activation of "Gagaga Bolt".
As for the question involving "Gagaga Guard", I scanned the rulings and looked around a few forums, I did't find anything involving preventing the destruction of the S/T's at the end of the battle phase. The best I could find is this outdated ruling: "If one of the Non-Monster Cards is removed from play with "Interdimensional Matter Transporter", it is destroyed when it is returned to the field during the End Phase." Which suggests that the destruction of the S/T's can't be negated or stopped.
