I can use Spell of Pain against Magic Cylinder right? But it's also said that I can't activate it in the damage Step. How's that?

Magic cylinder activates at the same time mirror force and D-prison activate: on attack declaration, not during the damage step, that is why you can counter it with Spell of Pain.
As for Volcanic counter, I don't think it activates in the damage step, so you should be able to use Spell of pain against it. As for Dimension wall, it does not inflict effect damage, simply transfers battle damage to the opponent, so, I don't think spell of pain would work against it. Just to clear things up, you cannot use it on Dimension Wall because it is still battle damage. Also, you can't use it on Volcanic Counter because he DOES activate during the damage step: "When you take battle damage while this card is in your Graveyard..."
