Editing Forum:Toon Dark Magician Girl and Magical Dimension, Also Toons and Monster Reborn

I was playing a few games and this came up quite a bit, I'm only posting here due to conflicting posts Ive seen when searching google. 

On this Wiki site the tips page for Toon Dark Magician Girl states that you can use Magical Dimension to get a free attack in, also the text on the card reads: "This card cannot be Normal Summoned or Set. This card can only be Special Summoned while "Toon World" is on your side of the field. You can Special Summon this monster from your hand, but Tributes are required for monsters Level 5 or more."

Its says it can ONLY be summoned when toon world is on field so that is REQUIRED, I get that but next sentence says YouCAN Special Summon this monster, like I CAN choose to special sum or not, I am not required to do it.

-->So the question is, am I allowed to use Magical Dimension to summon Toon DMG?

I have read forums saying that there was a mistranslation when they converted the card or something I'm not sure. But the text on the card seems pretty clear to me.

* On Talk Pages and Forum Pages, it's a good practice to '''[[Yu-Gi-Oh!:Talk_pages#Good_practices|sign your posts]]'''. You can do that by adding four tildes <nowiki>(~~~~)</nowiki> to the end of your post and it will automatically create a signature for you when you click 'Publish'.

* As mentioned above, you're supposed to sign your posts on Talk Pages and Forum Pages, just put 4 tildes (<nowiki>~~~~</nowiki>) at the end of your post and that automatically changes to the signature for you when you click 'Publish'.
