Sounds like a plan, though I can make a spiffy centralized Deck out of SD11 and SD20, or SD2 and SD15. Of course, if you also imply that the quantities of cards are also limited according to what's provided in each deck, then that ups the challenge. How about making a deck with one copy of any particular card? Or, making a 40 card deck only with cards on the banned, limited and semi-limited, assuming that banned cards can be used once each?
