well seeing as to how the card doesnt specify when you can activate the effect i dont see why you cant activate it during your opponents turn,after all if you could only use it durring your turn it would say something like during your main phase you can remove two of this monsters spell counters to destroy a monster on the field,so based on what the card says on it currently,yes you should indeed be able to activate his effect during your opponents turn as an ignition effect
my bad i meant a multi trigger effect,silly me
^ But that would be like saying you could use Breaker the Magical Warrior's effect to destroy a spell or trap just before a higher attack monster wipes you out. Cards like Magical Marionette are always assumed to be activated in the one of the main phases, when you have control of the situation otherwise they would be somewhat unbeatable if you could activate them on your opponents turn. Similiarily, they would specify if you could use them on your opponents turn too, like they do with Injection Fairy Lily.
