The monsters used to syncro summon for this trap card- do they have to be sent from the field, or can they be sent from the hand/deck?

They must be sent from the field. as we all know, to synchro summon, the material must be on the field.

Can u syncro summon from your respected decks?

No you are not allowed to, the card states you are allowed to syncro summon which means that u can summon one additional monster from your hand in order to syncro summon during battle phase or syncro summon from your hand during the battle phase.
