OCG Rulings
- If the activation of "Truth Reinforce" is negated by an effect like "Seven Tools of the Bandit, then you can still enter your Battle Phase. If only the effect of "Truth Reinforce" is negated by an effect like "Royal Decree, then you cannot enter your Battle Phase.[1][2]
- You can activate "Truth Reinforce" during your opponent's turn.[3]
