Say if you summon black ptera with fossil excavation.  It's effect is negated then.  But black ptera's effect activated in the graveyard so will i still get to add it to my hand with it's effect if it is sent to the graveyard except by battle?

:"[[Fossil Excavation]]" only negates the monster's effects while the monster remains [[target]]ed by "[[Fossil Excavation]]".  When "[[Black Ptera]]" is sent to the Graveyard, it is no longer targeted by "[[Fossil Excavation]]", so its effect will not be negated.

"Fossil Excavation" only negates the monster's effects while the monster remains targeted by "Fossil Excavation". When "Black Ptera" is sent to the Graveyard, it is no longer targeted by "Fossil Excavation", so its effect will not be negated.
