"Eccentric Boy":

If you have another Face-up Tuner Monster on your side of the field, you can Normal Summon this card, then use the Synchro Monster Summoned using this card's effect with the other Monster to Synchro Summon a stronger one.

This card goes well with Lightsworns in any situation where you draw a Wulf, Lightsworn Beast, or any other card you want in the grave to synchro for a monster that could deal substatial damage.

There are few Synchro Monsters without special effects, but just two that come to mind are Naturia Gaodrake and Gaia Knight, the Force of Earth.
