"Eccentric Boy":

If you have another Face-up Tuner Monster on your side of the field, then you can Normal Summon this card, you can use the Synchro Monster Summoned using this card's effect with the other Tuner Monster to Synchro Summon a stronger one.

Copy this card's effect with Phantom of Chaos. It won't copy the Tuner status, but Eccentric Boy doesn't specify that the non-Tuner monsters must be the ones in hand, just says that the other material must be 1 monster in your hand. This way, you can combine Phantom of Chaos with a Tuner on your hand and perform a Synchro Summon. This can be useful to Summon Stardust Dragon or other monsters that have an /Assault Mode form, since Phantom of Chaos its a Lv4 monster, making easier to Summon high-level Synchro Monsters.
