This is the first member of the "Gagaga" archetype that is an Xyz Monster.
This card's effect while in Attack Position is the exact opposite of "Number C39: Utopia Ray" - this monster gains 1000 ATK instead of 500 points and the target monster lost 500 ATK instead of 1000.
