Ruling Contradict

The last two rulelings contradict each other. One says if it's face down it's not activated the other says it does. Also it is not clear if it's activated in grave.

Well, first one said that if it's flipping to face-down then flipping to face-up, it effect disappeared (forgot that it did detaching at that turn). The other one said that if you "Compulsory Evacuation Device" the Zenmaines when it target a card at End Phase, it still resolved because it effect was not negating - same thing when it was forcing into the Graveyard in it resolved.
