When a card target's a monster, it has to specifically point it out. It means a player chooses which card they want to use the effect on. Raigeki and Dark Hole do not target, and arbitrarily blow up the field. Fissure doesn't target too, because it destroys without select a monster.

Change of Heart targets, as does Brain Control, Enemy Controller and all Equip Spell Cards.
