Correct, both can miss the timing. The effects of both "Stardust Dragon" and "Tytannial, Princess of Camellias" must be on the Chain Link immediately after the effect they want to negated. For example,
Chain Link 1: "Dark Armed Dragon"
Chain Link 2: "Book of Eclipse"
In this case, the effects of "Stardust Dragon" and "Tytannial, Princess of Camellias" cannot be activated. If you wanted to activate them to activate "Dark Armed Dragon", then you must activate them as Chain Link 2.
Similarly, let's say that "Gladiator Beast Gyzarus" Special Summons "Gladiator Beast Murmillo" and "Gladiator Beast Retiari" simultaneously. Both effects activate and form a Chain according to SEGOC, so the Chain is the following:
