A: In this scenario, you can activate "Celestial Observatory" by returning "Destrudo the Lost Dragon's Frission" that was Special Summoned by its own effect to the bottom of the Deck.[1][2]
A: Since a "Stegocyber" that was Special Summoned by its own effect is banished when it leaves the field, it cannot be returned to the bottom of your Deck to activate "Celestial Observatory".[3][4]
