OCG Rulings
- The text "You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card)." of "The Winged Dragon of Ra" is not treated as the effect of an Effect Monster.[1]
- When "The Winged Dragon of Ra" is Normal Summoned, paying Life Points to increase its ATK is an optional effect that activates.[1][2]
- Paying Life Points until you have 100 Life Points is a cost to activate the effect of "The Winged Dragon of Ra" which increases its ATK and DEF.[1]
- Paying 1000 Life Points is a cost to activate the effect of "The Winged Dragon of Ra" which destroys a monster.[1]
- The effect of "The Winged Dragon of Ra" which destroys a monster is activated by targeting one monster on the field.[1]
- The effect "When this card is Normal Summoned, the effect of Spells, Traps and Effect Monsters other than this card cannot be activated." of "The Winged Dragon of Ra" is only applied at the time of "When this card is Normal Summoned". After that time passes, players can activate the effects of Spells, Traps, and Effect Monsters.[3]
- If you choose to not activate the ATK-increasing effect of "The Winged Dragon of Ra", then you do not pay any Life Points.[2]
- You cannot activate the effect of "Psychic Commander" or the ATK-increasing effect of a "The Winged Dragon of Ra" affected by "DNA Surgery" by instead placing a Psychic Counter on "Brain Research Lab" instead of paying Life Points. However, you can activate the effect of "The Winged Dragon of Ra" which destroys a monster by placing a Psychic Counter on "Brain Research Lab" instead of paying 1000 Life Points.[4]
- "The Winged Dragon of Ra" has "?" ATK, which is treated as 0 when interacting with a resolving "Shrink".[5]
- Example: "The Winged Dragon of Ra" has 6000 ATK by its own effect. If "Shrink" targets "The Winged Dragon of Ra", then its Original ATK of 0 is halved, and then you re-apply its ATK-increasing effect, so that its ATK becomes 6000.[5]
- If you Life Points are 100 or less, then you cannot activate the ATK-increasing effect of "The Winged Dragon of Ra", since you cannot pay Life Points until they become 100.[6]
- If "The Winged Dragon of Ra" is equipped with "Unstable Evolution", then its Original ATK is set to 1000 or 2400 by the effect of "Unstable Evolution", and then its ATK increases by its own effect. If a player's Life Point change so that the Original ATK from "Unstable Evolution" changes between 2400 and 1000, then the ATK increase by the effect of "The Winged Dragon of Ra" will be re-applied.[7]
- Example: "The Winged Dragon of Ra" has 1000 ATK by its own effect. If its Original ATK becomes 1000 by the effect of "Unstable Evolution", then it will have a total of 2000 ATK. If your Life Points become lower than your opponent's, then the Original ATK of "The Winged Dragon of Ra" becomes 2400 and you increase its ATK by +1000, for a total of 3400 ATK.[7]

On Effects Not Activating
- If "Sangan" is Tributed for a Tribute Summon, then its effect activates "When the monster is successfully Tribute Summoned". However, the effects of Spell Cards, Trap Cards, and Effect Monsters do not activate when "Obelisk the Tormentor" or "The Winged Dragon of Ra" is successfully Tribute Summoned, so the effect of "Sangan" does not activate.[8]
- When "Obelisk the Tormentor" or "The Winged Dragon of Ra" is successfully Tribute Summoned, neither player may activate the effects of Spell Cards, Trap Cards, or Effect Monsters. When "Obelisk the Tormentor" is successfully Summoned, its effect is applied nothing can be done. Afterwards, the Turn Player may Synchro Summon, etc. Also, for "The Winged Dragon of Ra", you may activate its effect when it is successfully Summoned.[9]
- When "Obelisk the Tormentor" is Summoned by "Ultimate Offering" by Tributing "Sangan",[10]
- If "Ultimate Offering" is Chain Link 1, then when the Chain finishes resolving, the last thing to resolve is the Normal Summon of "Obelisk the Tormentor". Thus, the effect of "Sangan" will not activate.
- If "Ultimate Offering" is Chain Link 2, then when the Chain finishes resolving, the last thing to resolve is not the Normal Summon of "Obelisk the Tormentor". Thus, the effect of "Obelisk the Tormentor" is not applied, so the effect of "Sangan" will activate.
- If you activate "Ultimate Offering" to Tribute Summon "Obelisk the Tormentor" and the opponent Chains "Raigeki Break" to destroy "Sangan", then "Sangan" is destroyed at Chain Link 2 and "Obelisk the Tormentor" is Tribute Summoned at Chain Link 1. Normally, the effect of "Sangan" will begin a new Chain after the current one resolves. However, when you finish resolving the Chain, the last thing to resolve is the Tribute Summon of "Obelisk the Tormentor", so the effect of "Obelisk the Tormentor" is applied and the effect of "Sangan" does not activate.[11]
On Summoning
- When Tribute Summoning "Obelisk the Tormentor", you cannot choose to Set it in face-down Defense Position.[12]
Miscellaneous
- You can declare "Divine-Beast" for the effect of "DNA Surgery", since "Obelisk the Tormentor" and "The Winged Dragon of Ra" are Divine-Beast-Type monsters. In this case, all monsters on the field will be treated as Divine-Beast-Type monsters.[13]
