If you have another Face-up Tuner Monster on your side of the field, then you can Normal Summon this card, you can use the Synchro Monster Summoned using this card's effect with the other Tuner Monster to Synchro Summon a stronger one.

It won't copy the [[Tuner]] status, but Eccentric Boy doesn't specify that the non-Tuner monsters must be the ones in hand, just says that the other material must be 1 monster in your hand. This way, you can combine [[Phantom of Chaos]] with a [[Tuner]] on your hand and perform a [[Synchro Summon]]. This can be useful to [[Summon]] [[Stardust Dragon]] or other monsters that have an [[/Assault Mode]] form, since [[Phantom of Chaos]] its a Lv4 monster, making easier to [[Summon]] high-level [[Synchro Monsters]].
