"Deck Out" is a type of deck (also called "Mill") and a term. To "deck out" yourself means to reduce the number of cards in your deck to 0. If you must draw a card when you have 0 cards in your deck, you win the match. This is common with Lightsworn decks.
So far only two actual people in the anime have won due to Deck Out. One is Strings from Yu-Gi-Oh! (second series anime) and the other is Howard X Miller from Yu-Gi-Oh! GX.
