These rules are both broken by several monstersconventions state that for a Level 4 monster to have an ATK or DEF equal to or higher than these values, who usually it must have some kind of kind of negative effect to limit the card. Recently, more monsters have been released that broke the previous records of the maximum ATK and DEF of or other restriction (such as being a Level 4 or lower monster ; these particular monsters are Nomi monsters (which by itself is a weaknessmonster), which differs from the previous record-holding monsters, who normaly can also be Normal Summoned. These new monsters also have powerful effectsFor example, which makes their Level less important. One of these examples is "Meklord Emperor Wisel, who " is a Level 1 Monster Card that has 2500 ATK and DEF, but only Level 1 ; it, however, it cannot be Normal Summoned or Set.
==Rule Convention of 2000 ATK==}}The "Rule of 2000 ATK" is By convention, if a general rule that applies to Level 4 or lower Monster Cards; Normal Summon monster has more than 2000 ATK, it states that once must have some Monster Cardnegative effects get or other restriction to 1900 limit its playability. If it has exactly 2000 ATK, to go further, to 2000 and beyond, Special Conditions had to apply to the monster to limit the cardit must either be a Normal Monster or have a negative effect.
Two exceptions to this rule are For example, "King Rai-Warped WarwolfOh" has 1900 ATK and is thus permitted to have a beneficial card effect. Conversely, "Alexandrite DragonPanther Warrior". These cards pretty much destroyed and "Zombyra the usefulness of other Dark" have 2000 and 2100 ATK cards with respectively, and thus have the negative side effects (like "of requiring a Panther WarriorTribute") when they were releasedin order to attack and losing ATK upon attacking, respectively.
===Over 1900 Several Level 4 Normal Monsters have 2000 ATK, outclassing monsters with 2000 ATK and negative effects. They all have either 100 or 0 DEF. There are currently such monsters: "".
There are many Level 4 cards beyond 2000 ATK points. However, they have negative side effects to counterbalance their massive power. Some examples include "Zombyra During the Dark" (2100 ATK) TCG reveal of "Giant OrcAlexandrite Dragon" (2200 ATK), "Goblin Attack Force" (2300 ATK)the second ever such monster, it was described as having "Chainsaw Insect" (2400 the maximum possible ATK) and for a Level 4 Normal Monster."Giant Kozaky" (2500 ATK). There are currently

==Rule of 2300 DEF==Similar to the "Rule of 2000 ATK", the "Rule of 2300 DEF" states that, once Monster Cards get to 2200 DEF, to go further, to 2300 and beyond, Special Conditions had to apply to the monster to limit the card. The original limit was 2000, but since nowadays many Level 4 or lower Monster Cards have DEF equal to or higher than Normal Summon monsters with 2000, it makes a "Rule of 2000 DEF" meaningless. Some even have positive effects like Gear Golem the Moving Fortress ATK or Gladiator Beast Hoplomus.2200 DEF monsters were rare, but now more ===There are quite plentiful, with currently Level 4 or lower Main Deck monsters with 2000 ATK or more in the monsters with 2200 DEF, as are 2100 DEF monsters, which currently are TCG/OCG..

They are "Giant Kozaky" (2400 DEF), "Meklord Emperor Wisel" (or lower Normal Summon monster has 2500 or more DEF) "Big Shield Gardna" (2600 DEF), "it must have some Destiny Hero - Defender" (2700 DEF) and the recently released in the TCG "Super Crashbugnegative effect", with the incedible high DEF number of 3000, which, by its own effect, becomes 3000 ATK. They all have negative effects, such as giving your opponent extra cards (hand advantage), switching to attack position (as well as having extremely weak attack), only being able to exist on the field while an extemely weak monster exists as well or difficulty in summoningother restriction.
