A: Even if the effect of "Spell Canceller" is applying, you can activate the effect of "The Weather Painter Rain". In this case, although you can place a "The Weather" Continuous Spell Card from your Deck face-up in your Spell & Trap Zone such as "The Weather Rainy Canvas", the effect of "Spell Canceller" will negate its effects, so your "The Weather" monsters will not gain the listed effects.
