OCG Rulings
- The effect of "White Magical Hat" is a Trigger Effect that activates on the field. (The effect does not target. It always activates after damage calculation in which "White Magical Hat" inflicts battle damage to your opponent.)[1]
- The effect activates not only if this card inflicts battle damage to your opponent by a direct attack, but also if this card inflicts battle damage to your opponent by battling another monster.[1]
Previously Official Rulings

Mentions in Other Rulings
- Reflect Bounder: When your opponent's "White Magical Hat" with "Axe of Despair" attacks your "Reflect Bounder", "Reflect Bounder" inflicts it's effect damage, damage calculation is performed, and "White Magical Hat's" effect is activated.
