After my opponent activates battle mania, can I use my locust effect to put it face down, or do I have to attack..

-->at the end of the first line is kind of important.
- "Battle Mania" only prevents you from manually changing battle positions. You can still change them with effects. "Swarm of Locusts" can still change itself to DEF Mode with its effect, and it would not have to attack.
- When "Swarm of Locusts" is flipped face-down, it loses its tie to "Battle Mania", and at this point it can change its Battle Position. Thus, you can Flip Summon it. If you do, or if "Swarm of Locusts" is changed to ATK Mode by some other means, then it would no longer have to attack.
