Judgment Dragon special summon condition did say that it only can be special summon if there's 4 or more Lightsworns monster on my graveyard. The question is: can my oppenent reborn my dragon to his/her field (Monster Reborn or anything) or swap it with Creature Swap eventhough he/she didn't have a single Lightsworns monster in his/her grave? Monster Reborn is a forbidden card in the Advanced Format, and no it won't work, your opponent doesn't have 4 Lightsworns in their graveyard, so they can't reborn your Judgement Dragon.
They can however take control of it, most controls last till end phase, though there are some that are permanent. Creature Swap doesn't summon it just takes control of, therefore as long as your Judgement Dragon is on the field, it can be taken control of. Cards that can't take control of it by their effects are cards that you regain control from the Graveyard. ie: Goyo Guardian and cards like that.
To sum it up, if you have to special summon it from the graveyard then no it can't be taken control of but if the card doesn't need to be summoned again ie: With Creature Swap then it can be taken control of. Another card that can take control of it is Brain Control. I hope this helps you out.

- Having read further the effect of Creature Swap it states that you get to choose the monster you swap with your opponent, thus you probably wouldn't choose Judgement Dragon, though Brain Control could be used to take control of your Judgement Dragon.

You cannot special summon Judgement Dragon with Monster Reborn or Call of the Hauted even you have 4 or more LS monster in the Graveyard. It's wording said "this can cannot be special summoned except by".
