I'm wondering why the opponent can still activate this card as it does say send to the graveyard.
The text does say send this and that card to the graveyard and i am assuming they are costs so why is it still able to activate?

- It's a good idea to check the rulings page before asking, e.g. "Card Rulings:Ninjitsu Art of Super-Transformation". Also Problem-Solving Card Text was made so that these questions would not need to be asked, and it clearly says that it is not a Cost.
