İs last Barian can be Rio?

I don't say that Rio is born with it, I only say that HART is not born with the power, he was stuffed full with that "disease power" before his father, Dr. Faker, could healing him. It could be possible that this power of her's came to her as a result of her duel with IV. I kinda doubt that she is directly a Barian because she has definitely existed for around 14 years in Shark's/his family's memories and presumably never displayed anything strange until now.
