Spell Effect?

Um, is the first part of his Spell effect correct? Pendulum Monsters can be activated like Normal Spells, but this effect implies that it can't be activated without controlling no monsters. Shouldn't it specify that it can only be activated while one controls no monsters? Thirteenth Chimera!! (talk • contribs) 03:35, March 7, 2014 (UTC)
