Since someone was too lazy to read the rulings, I'll spell it out for you.
- Card Rulings:Debris Dragon says: "All restrictions on “Debris Dragon” and Synchro Summons are conditions, not effects, so will not be negated by “Skill Drain”."
- The 'restrictions' it is talking about is "This card cannot be used as a Synchro Material Monster, except for the Synchro Summon of a Dragon-Type Synchro Monster. The other Synchro Material Monster(s) cannot be Level 4."
- Neither Skill Drain nor Forbidden Chalice can negate it because it's a CONDITION not an effect.
- Summary: Skill Drain and Forbidden Chalice will NOT work with Debris Dragon. YOU get over it! By the way, don't go calling people retarded when you're not any better by not reading the rulings page.
