Mist Valley Thunderbird

Nothing urgent, but I was wondering where you got the ruling regarding "Mist Valley Thunderbird"'s inability to attack being an effect rather than a condition, & what precedents could be applied to strengthen that argument. I'm asking because even ignoring the 3 card OTK, many cards such as Chaos Sorcerer & Soul Exchange that don't allow you to do something based on whether or not you activate or activated an effect without its activation being negated are considered to be conditions, not monster effects. As in, cards like Skill Drain & Forbidden Chalice won't negate them.

I'm not saying the ruling you posted is wrong, since I have nothing official to mention, but I am curious as to what lead you to post it, be it an official reference or related precedent.
