::Off the top of my head, the only card that cannot affect Field Spell Card - but can affect all other Spell/Trap Cards - is "[[Straight Flush]]", since it specifies [[Spell & Trap Card Zones]] but not the [[Field Card Zone]].

From Card Rulings:Batteryman Industrial Strength

"Batteryman Industrial Strength's" effect cannot be activated unless there is at least 1 monster and at least 1 Spell or Trap Card on the field. Falzar FZ 04:16, January 27, 2010 (UTC)

Off the top of my head, the only card that cannot affect Field Spell Card - but can affect all other Spell/Trap Cards - is "Straight Flush", since it specifies Spell & Trap Card Zones but not the Field Card Zone.
