The OCG Rulings refer to both Semi-Nomi and Nomi monsters as Special Summon monsters. These monsters cannot be Normal Summoned or Set, and cannot be Special Summoned from the Graveyard/Removed Zone unless they were properly Special Summoned beforehand (Only applies to Semi-Nomi).

The real problem more so, is how to get these cards back if they get sent to the graveyard, or are removed from play. These cards are cannot be special summoned (except Semi-Nomis once they were properly summoned) but can be retrieved from the graveyard or removed from play zones. To get around these problems, you could use, A Feather of the Phoenix, Monster Reincarnation, etc. If it has been removed from play, then use cards like Miracle Dig to put it back in graveyard, then use one of the above cards. Alternatively for removed from play cards, you could summon Necroface, which shuffles all removed from play cards back into their owners decks.
