When a card targets a monster, it has to specifically point it out. It means a player chooses which card they want to use the effect on. Raigeki and Dark Hole do not target, and arbitrarily blow up the field. Fissure doesn't target, either; rather, it automatically destroys the face-up monster with the lowest ATK strength.
Change of Heart targets, as does Brain Control, Enemy Controller and all Equip Spell Cards.
