- Q: "Tyrant's Tirade" is face-up in my opponent's Spell & Trap Zone, and its effect that prevents the effects of monsters on the field and in the hand from activating is applying. In this situation, if my "Vennominaga the Deity of Poisonous Snakes" inflicts battle damage to my opponent, can I activate its effect that places a Hyper-Venom Counter on it?
- A: In this situation, while the effect of "Tyrant's Tirade" is applying, neither player can activate monster effects on the field or in the hand. Therefore, even if your "Vennominaga the Deity of Poisonous Snakes" inflicts battle damage, its effect that places a Hyper-Venom Counter on it does not activate.[1]
TCG Rulings
These TCG rulings were issued by Konami before the introduction of Problem-Solving Card Text. Since the introduction of the new text structure, individual card rulings for the TCG are no longer issued or actively maintained.[3] They have never been formally overturned as a whole and can still be correct, as long as they follow the official gameplay rules and do not contradict card text. |
- It cannot be activated during the Damage Step.[2]
- If you Chain this card to the activation of a monster effect, the effect will still resolve normally.[2]
- If Drill Warrior is removed from play by its own effect and then this card is activated, Drill Warrior’s effect to Special Summon itself and return a monster to your hand will resolve normally because they do not activate on the field.[2]
- Vennominaga the Deity of Poisonous Snakes is unaffected by this card and will still gain Hyper Venom Counters [sic].[2]

Rules posted online will be limited to super-complicated and really weird situations. Imagine going down to a dozen pages of card rules, instead of a thousand. It could happen.
