3)If Neo-Spacian Dark Panther or Phantom of Chaos copies Breeze and is then turned into a Tuner,can I synchro summon a non-blackwing monster?

4)Does Shadow-Imprisoning Mirror stop Breeze?

5)This is an unrelated question:If Neo-Spacian Dark Panther or Phantom of Chaos copies Eccentric Boy can I synchro summon if I have a tuner monster in my hand?

6)If Neo-Spacian Dark Panther or Phantom of Chaos copies Eccentric Boy and later becomes a Tuner can I synchro summon if I have a non-tuner monster in my hand?

1) Yes, you can still special summon it.

2) No, the effect that special summons it and the effect that says it can only be used to synchro summon blackwing monsters are separate.

3) Dark Panther and Phantom of Chaos cannot turn into tuners.

4) No, Shadow-Imprisoning Mirror can only stop Dark monster effects that activate on the field or in the graveyard. Breeze activates in the hand.

5) Ummm.... yes you can. Just summon the tuner and you can use Dark Panther and Phantom of Chaos as synchro material. Once again, Dark Panther and Phantom of Chaos can't turn into tuners.

6) How can you copy Eccentric Boy with Phantom of Chaos if it is a WIND monster. As for Dark Panther, it does not become a tuner.

3)I mean Dark Panther and Phantom of Chaos are turned into Tuner with a little help from DNA Transplant and Lightwave Tuning.

6)Why not?It says:Once per turn, you can remove from play 1 Effect Monster in your Graveyard. Until the End Phase, this card's name is treated as that monster's name, and it gains that monster's effect(s) and ATK.

To Clarify

3)It depends on the rulings of the "This card cannot be used to Synchro Summon a Synchro Monster except a "Blackwing" monster." part. If the rulings declare that it is a condition, it will not be applied when Phantom of Chaos or Dark Panther copies it. A similar ruling can be found with Debris Dragon:

The text "This card cannot be used as a Synchro Material Monster, except for the Synchro Summon of a Dragon-Type Synchro Monster. The other Synchro Material Monster(s) cannot be Level 4." of "Debris Dragon" is not treated as an effect, so if "Neo-Spacian Dark Panther" or "Phantom of Chaos" copies "Debris Dragon", then you do not apply this text. Thus, if "Neo-Spacian Dark Panther" copies "Debris Dragon", then you can use it for the Synchro Summon of a non-Dragon-Type Synchro Monster, and the other Synchro Material Monsters may be Level 4.

It will most likely be a condition.

6)Please note:

The text "If this card is used as a Synchro Material Monster, the other Synchro Material Monsters must be 1 monster in your hand." of "Eccentric Boy" is not treated as the effect of an Effect Monster.

That means that Phantom of Chaos and Dark Panther will not copy this part so you cannot use the non-tuner monster in your hand as synchro material.

7) One of the best ways to know whether or not it is a condition is to read the rulings. Summoning conditions usually dictate how the monster can be summoned or how the monster can be used to summon another monster. (E.g. Debris Dragon) Vayu's first line in its card text doesn't dictate how it can be used to synchro summon. 1) "Chainsaw Insect" doesn't work, since you can't activate the effect of "Blackwing - Breeze the Zephyr" during the Damage Step. All the others work.

3) It's a condition. "Neo-Spacian Dark Panther" and friends won't copy it.

7) In this specific case, the text "If this card is face-up on the field," of "Blackwing - Vayu the Emblem of Honor" implies that it's a Continuous Effect.
