On the Gagagashield ruling page, it states that this card cannot be activated during the damage step. There is a link to the Konami page that supposedly cites this, but cannot be accessed nor viewed.
The card does not state anywhere that it cannot be activated during damage step, and after viewing a forum on the Konami english page, there was no indication of this card abiding by supposed ruling.
Can an admin please revise this and advise if this is correct or not?
Also, I did my very best to try to follow the instructions of these forums; please advise if I am doing something incorrectly so I may adjust.

A good rule of thumb for activating things in the damage step is that any card, unless it specifically states otherwise, cannot be activated in the damage step UNLESS the card modifies the ATK and/or DEF of the battling monsters OR it is a card that is triggered by the destruction/impending destruction of a monster.
