I'm kinda confused with this card effect: HorustheBlackFlameDragonLV6

About this part: "During the.. ..by battle"

can some explain with an example or in some other way..

also, does Dark Ruler Ha Des work against sagan or witch of the black forest?

No. "Level Up!" Special Summons a monster that is written in the text of the sent monster. "Horus the Black Flame Dragon LV8" is not listed in the text of "Armed Dragon LV3", so you cannot Special Summon it.
