sure there are rulings...
At least in the OCG it is definitly a cost. And I remember that Deus said (at least I think he did) that in the TCG it is part of the effect. -dest- (talk • contribs) 05:40, August 19, 2010 (UTC)
There might be a rulings reversal on this. Prisma's wording changed in GLD3 which makes it seem like sending is part of the Cost, and Konami said to follow the newest Errata. -Falzar FZ- (talk page|useful stuff) 06:10, August 19, 2010 (UTC)
- In the TCG, Konami is now telling us that it's a cost. However, at official tournaments like YCS, it was ruled to still be an effect - apparently, Konami doesn't want to change the ruling until they print it up and put it on their site. --Deus Ex Machina (Talk) 06:44, August 19, 2010 (UTC)
