I notice from article about B.E.S that if Jinzo or Royal decree is on the field the controler does'nt have to worry about Counter Traps such as Solemn Judgment. As far as i concern they are Spell speed 3 and Jinzo and Royal decree is Spell speed 1 and 2. So,if anyone activate Solemn judgment Jinzo cannot use its effect as chain link 3 or above since only another Spell speed 3 can be use against Spell spee 3.Same for Royal decree.04:19, October 30, 2009 (UTC)

Continuous Effects do not have Spell Speeds. The effect of "Jinzo" has no Spell Speed. While "Royal Decree" is face-up on the field, its Continuous effect of negating Traps does not have a Spell Speed. Only continuous effects have no spell speed. All other kinds of effects have them when they are activated. The Spell Speed is often determined by the kind of card and effect, and it's obvious Normal Monsters don't use Spell Speeds either. --Gadjiltron 13:03, October 30, 2009 (UTC)

When do cards like Gaia Power apply their effects?

For example what would happen in this scenario:

Player A has Gaia Power on the field and Player B has a Bottomless Trap Hole.

Player A summons Giant Rat. Now with Gaia Power's effect its attack rises to 1900. Can player B chain Bottomless Trap Hole? Albatrossgr 14:45, October 30, 2009 (UTC)

Actually, no he can't, because you cannot chain to a summon. Yes, "BTH" can be activated, but it's not a chain. Danny Lilithborne 20:27, October 30, 2009 (UTC)
Only effects which activate and start Chain Links have Spell Speeds. Everything else - Continuous Effects, Summons, attack declarations, Setting a card - doesn't.
You don't Chain to a Summon, since a Summon doesn't have a Spell Speed. You respond to a Summon. It's more-or-less the same thing, though.
"Gaia Power" has a Continuous Effect, it is applied immediately after the monster is Summoned. Afterwards, players get the chance to respond to the Summon. When Player B get the chance to respond, "Giant Rat" has 1900 ATK at this time, so "Bottomless Trap Hole" may be activated.
