if those 3 cards are on the field it will create an infinite loop? cause Royal Decree will negate skill drain but splendid Venus effect says that activation and effect of spells and traps cannot be negate, so... Skill drain will negate venus, royal will negate skill drain, and Venus effect will be active again and stop royal from negating skill drain then royal will negate.... ..... is that true???

Well, it depends who controls "Skill Drain". If the opponent controls it then no prob, it will just be negated by "Royal Decree". I think you can't activate "Skill Drain" while there is a face-up "Splendid Venus" in your field and a face-up"Royal Decree" nor can you activate "Royal Decree" while there is a face-up "Splendid Venus" in your field and a face-up "Skill Drain". There is a ruling where you can't activate something if it will develop an infinite loop of effects. --SilentHero26 05:42, January 12, 2010 (UTC)

You cannot activate a card if it would cause an infinite loop like this.

If you somehow get all three on the field, then it is currently ruled that "Splendid Venus" cannot prevent a negation if it would cause an infinite loop. In the example, "Skill Drain" is negated.
