Snoww didn't exist before the rewording. therefore, it's effect is as written on the card. on the advice pamphlet from the Gates of the Underworld structure deck, they have a section set aside for the understanding how the effects work and what ids considered a discard by card effect. the section before the semicolon (;) is a cost; after it is an effect. the cost on Snoww is "... by a card effect: if it was discarded from your hand to the graveyard by an opponent's card effect, you can target 1 monster in you opponent's graveyard;..."
thus, one needs ceruli or dark bribe, which is HIGHLY unreliable, to activate Snoww's effect. no if or buts about it. Snoww's card adding ability hinges on the opponent discarding it.
try thinking more strategically and try to understand the whole effect before you deem a card useless. like the troop dragon that we have argued about before, there is more than one way to play a card.
