Snoww didnSNOWW DIDN't exist before the rewordingT EXIST BEFORE THE RE-WORDING. therefore, it's effect is as written on the card. on the advice pamphlet from the Gates of the Underworld structure deck, they have a section set aside for the understanding how the effects work and what ids considered a discard by card effect. the section before the semicolon (;) is a cost; after it is an effect. the cost on Snoww is "... by a card effect: if it was discarded from your hand to the graveyard by an opponent's card effect, you can target 1 monster in you opponent's graveyard;..."
thus, one needs ceruli or dark bribe, which is HIGHLY unreliable, to activate Snoww's effect. no if or buts about it. Snoww's card adding ability hinges on the opponent discarding it.
