Level Up to Level Down?

Quick question. I know you can't use Level Up on Armed Dragon LV7 to summon Armed Dragon LV10, because its name isn't specifically listed in LV7's card text. However, Armed Dragon LV7's name is specifically listed on Armed Dragon LV10's card text. My question is: Can you use Level Up on Armed Dragon LV10 to summon Armed Dragon LV7?
