Remember that after cards have been destroyed by battle, they can still be destroyed by effects. For example, if a face-down "Cyber Jar" is attacked and destroyed by battle, it will still be destroyed by its effect. For "Red Dragon Archfiend", "Giant Rat" would be destroyed by battle, but before it is sent to the Graveyard it is destroyed by the effect of "Red Dragon Archfiend".

In the TCG, it's Because Konami Says So. According to the Breakdown of the Battle Phase, monsters are considered "destroyed" at Sub-Step 5, and "Red Dragon Archfiend"'s effect activates in Sub-Step 4. Normally, "Stardust Dragon" should be able to activate its effect, but we received a ruling stating otherwise. It's an official ruling, and must be followed.

In the OCG, the Damage Step is different - I have a slightly-incomplete version in my sandbox. When "Red Dragon Archfiend"'s effect activates, "Stardust Dragon" is considered to be destroyed, so "Stardust Dragon" cannot use any effect that requires it to be on the field.
