The OCG Rulings refer to both Semi-Nomi and Nomi monsters as Special Summon monsters. These monsters cannot be Normal Summoned or Set, and cannot be Special Summoned from the Graveyard/Removed Zone unless they were properly Special Summoned beforehand.
